The collective needs to understand how well it has allocated these budgets in accordance with these statutes and how this management could be improved. The reality of these actions, their relevance, quality, sustainability, impact, are to be identified on site based on the observation of a few test projects. There is also the question of the relays set up four years after the tsunami to ensure the sustainability of some of the actions undertaken in this context. Finally, the question arises as to the relevance of a possible reactivation of this type of coordination mechanism. This evaluation is therefore a final and retrospective evaluation of the Collective's activities over the period 2005 to 2008/2009.
