Conflicts are becoming longer, and climate-related shocks are becoming more intense and more frequent, leading to increased vulnerability. Sustainable development and sustainable solutions to population displacement are not possible without peace. Indeed, humanitarian aid, development programmes and peace-building are not a sequence of processes, but are all necessary at the same time. To reflect this, the concept of the ‘humanitarian-development-peace nexus’, often referred to as the ‘triple nexus’, was introduced. It concerns what needs to be done to address people’s vulnerability before, during and after crises.

FAO wants to clarify its thinking, its role and its vision in this regard, and has asked Groupe URD to help it. A position paper on FAO’s role in relation to the humanitarian – development – peace nexus will be written, as well as a series of recommendations to increase and reinforce this role in terms of policy and programming.

This mission is part of the implementation of FAO’s strategic framework, in particular strategic programme 5, ‘Increase the resilience of livelihoods to threats and crises’. The work is being carried out in connection with the FAO ‘Resilience’ team which is very active in accompanying rural populations in disaster, conflict and post-conflict contexts. Groupe URD will speak with FAO representatives at their headquarters and in several field offices (such as Mali, Niger, Afghanistan, Yemen and Colombia) as well as with different partners of the agency (NGOs, other United Nations agencies, donors, etc.).
