The Lake Faguibine system, which is a veritable ecosystem and was once a source of food for the entire sub-region, is situated in the Tombouctou region, in the Goundam cercle. It straddles several communes and its development is a veritable agro-climatic and human challenge which could bring significant economic added value. The system includes three natural lakes that fill when the Niger River floods, but for several decades, water resources have been in perpetual decline due to the negative effects of climate change and recurring conflicts. Agricultural production has suffered from lack of water, while pastoral, wildlife and fish resources have almost disappeared. All of this has had numerous repercussions on all sectors of production and has led to poverty and the deterioration of social fabric, with one of the most serious consequences being unrest and inter-community conflict.

The French Development Agency is planning to run a programme to improve agricultural productivity to contribute to the fight against food insecurity, and to increase climate change resilience, job creation and social stability. It asked Groupe URD to help it analyse the context and the needs that exist, in order to contribute to the initial assessment before the project is designed, a process which is all the more important in the unstable, uncertain and potentially very conflictual context of the Faguibine system.

A study is therefore being carried out to identify the fault lines within and between communities, internal conflict management mechanisms, and the opportunities and risks that development programmes need to take into account to ensure that they are managed in a conflict-sensitive manner.
